What Carnegie Technology and International Affairs Program does
The Carnegie Technology and International Affairs Program (TIA) at the Carnegie Endowment for International Peace is a policy research program focused on how emerging technologies affect international security, governance, and human well-being. The program’s stated purpose is to “develop insights to address the governance challenges and large-scale risks of new technologies,” with research and convening aimed at producing actionable best practices and incentives for industry and government leaders. Its work concentrates on artificial intelligence, cybersecurity and broader “cyber and digital policy,” the information environment, biotechnology, and cross-cutting questions of international security and risk management.
Structurally, TIA operates as part of Carnegie’s larger global network of independent policy research centers. The program is led by Carnegie staff and scholars and is organized around issue “collections” and projects, including workstreams that draw on a mix of research, policy engagement, and international partnerships (for example, cybersecurity norms tracking in partnership with the United Nations, and countering influence operations work spanning research and community-building).
