What FDD Center on Cyber and Technology Innovation does
FDD’s Center on Cyber and Technology Innovation (CCTI) is an internal policy research center within the Foundation for Defense of Democracies (FDD), focused on how cybersecurity and emerging technologies (including AI) intersect with U.S. national security, economic security, and democratic resilience. CCTI’s core approach combines adversary-focused research with technology-policy-and-governance analysis, and it operates through three interrelated initiatives: CSC 2.0 (the continuation of the congressionally mandated Cyberspace Solarium Commission’s work, including annual assessments), the Transformative Cyber Innovation Lab (TCIL), which aims to surface and pilot feasible cyber solutions, and Cyber-Enabled Economic Warfare (CEEW), which analyzes how authoritarian actors use cyber capabilities to weaken U.S. economic and political power. CCTI’s institutional role is to translate complex cyber and technology challenges into policy options and implementation-oriented analysis for U.S. decision-makers and allied stakeholders, including by tracking and evaluating progress on cybersecurity recommendations and by producing research spanning cyber deterrence, cyber-enabled economic coercion, cybercrime, supply-chain and resilience issues, and AI security policy considerations.
